Site Specific Information - Ethical Review pathways for Human Research

There are many options and combinations for research ethics and research governance ethics review at the Eye and Ear.

It is important to understand the options prior to submitting an application; detailed information is available below:


All human research projects must have ethical approval.

The Eye and Ear Hospital accepts ethical approval from 

  1. The Royal Victorian Eye and Ear Hospital
    1. Human Research Ethics Committee
    2.  Low Risk Research Subcommittee
  2. Human Research Ethics Committees under the following Streamlining Ethical Review pathways
    1. Victorian Streamlining Scientific and Ethical Review Framework
    2. National Mutual Acceptance

The Eye and Ear does not accept ethical approval from University HRECs or Bellberry HRECs.

What type of applications can the Eye and Ear HREC (HREC and LRRSC) review?

The Eye and Ear provides ethical review for the following types of human research projects:

  1. Eye and Ear research projects
    1. single site at Eye and Ear
    2. multisite at Eye and Ear and private sites/research partner sites
  2. Research Partner projects 
    1. single site at Eye and Ear
    2. conducted at Research Partner as a single site
    3. multisite at Eye and Ear and private sites/research partner sites
  3. Third party projects
    1. single site at Eye and Ear
    2. conducted at Research Partner as a single site
    3. multisite at Eye and Ear and private sites/research partner sites
  4. Collaborative Projects

Projects that involve Eye and Ear in a collaboration with a third party including research partners should follow the requirements in this section.

The Eye and Ear would usually be the Reviewing HREC if only 1 Public Hospital is involved and the eye and Ear is a research site.

These projects have significant variation and the Research Office should be consulted for more complex arrangements.

What applications must the Eye and Ear HREC review?

The Eye and Ear must be the HREC undertaking ethical review if the project is option 1, 2a and 3a above (bolded above).

What applications can't the Eye and Ear review?

The Eye and Ear HREC does not review multisite projects involving more than 1 public hospital in Victoria or interstate - this must be conducted under the Streamlining Ethical Review pathway.

What applications are optional?

Research Partners without their own HREC and conducting research that does not involve the Eye and Ear, are able to submit their applications to the Eye and Ear HREC or to an HREC of their choosing.


There are 2 pathways for ethical review for human research from the Eye and Ear Human Research Ethics Committee: 

1. Ethical approval for Low Risk Research from the Eye and Ear Low Risk Research Subcommittee

2. Ethical approval for Greater than Low Risk Research from the Eye and Ear Human Research Ethics Committee

Research Governance

If the Eye and Ear is involved in the research project in any way then the Eye and Ear will also need to grant Research Governance Authorisation using one of the Research Governance Authorisation pathways.

Eye and Ear Research Governance Authorisation is not required if the Eye and Ear is not involved in the project (ie, Research Partner research project being conducted only at research partner site).
